To a regular person with a working brain the sentence “and subject to the jurisdiction thereof” is quite clear.
Illegal immigrants are NOT subject to the jurisdiction of USA since they are in USA illegally and their babies should NOT get birthright citizenship.
Tourists are NOT subject to the jurisdiction of USA since they are in USA for short time tourism and their babies should NOT get birthright citizenship.
USA should STOP allowing pregnant Chinese women to fly to USA immediately since there is an whole industry specifically bringing pregnant Chinese women to USA to give birth with their own birthing clinics with Chinese speaking staff and all in order to get US citizenship.
