US Close to Reviving Nuclear Deal With Iran But Russia Wants Guarantees

International Atomic Energy Agency (IAEA) flag from IAEA website

Once of the worst decisions of the Trump administration was to unilaterally tear up a nuclear accord with Iran.

The US defense department, US allies, and nuclear agencies all stated Iran was following the accord. But Trump said he could negotiate a better deal and failed.

When Trump placed sanctions on Iran, it did not have enough highly enriched uranium in which to make a nuclear weapon. Now Iran is close.

Talks advance in Vienna to revive the deal are now underway.  Meanwhile, the U.N. atomic agency reports Iran has almost enough near-weapons-grade nuclear fuel for a bomb.

Iran, U.S. Close to Reviving Iranian Nuclear Deal

The Wall Street Journal reports Iran, U.S. Close to Reviving Iranian Nuclear Deal

After weeks of intense negotiations in Vienna involving the U.S. and Iran, and Britain, France, Germany, Russia and China, senior diplomats said they were now within reach of an agreement that would restore the 2015 deal. That pact lifted most international sanctions on Tehran in exchange for strict but temporary restrictions on Iran’s nuclear work.

“We are very close to an agreement,” chief British negotiator Stephanie Al-Qaq said on Twitter late Thursday. “Now we have to take a few final steps.”

The U.S. left the nuclear deal in 2018, with former President Donald Trump saying it did too little to stop Iran’s pathway to a nuclear weapons. Since 2019, Iran has expanded its nuclear work. On Thursday, the U.N.’s International Atomic Energy Agency said Iran had doubled its stockpile of highly enriched uranium, leaving the country close to amassing enough weapons-grade nuclear fuel for a bomb.

In a confidential report circulated to members, the IAEA reported that as of Feb. 19, Iran has 33.2 kilograms of 60% enriched material, up from 17.7 kilograms in early November when the agency last reported. It is the most highly enriched uranium ever recorded for Iran.

Under a restored nuclear deal, Iran’s stockpile of enriched uranium would be capped at 202.8 kilograms until 2031, with enrichment levels limited to 3.67%.

The above WSJ article was written March 3. Here’s a news twist as of March 5.

Iran Nuclear Deal Threatened by Russian Demands

Please note Iran Nuclear Deal Threatened by Russian Demands Over Ukraine Sanctions

Fresh demands from Russia threatened to derail talks to restore the 2015 Iran nuclear deal, as Moscow said it wanted written guarantees that Ukraine-related sanctions won’t prevent it from trading broadly with Tehran under a revived pact.

The demands, made by Russian Foreign Minister Sergei Lavrov on Saturday, came as Western and Iranian officials said they were very close to reaching a deal to restore the nuclear pact, which lifted most international sanctions on Iran in exchange for tight but temporary restrictions on Tehran’s nuclear programs.

Advances in Iran’s nuclear work means Western officials have warned that if a deal to restore the 2015 nuclear agreement isn’t reached within days, it will make it impossible for the West to reap the main benefit to them of the 2015 agreement—keeping Iran months away from being able to amass enough nuclear fuel for one nuclear weapon.

It had always been understood that Russia’s specific role within the 2015 nuclear deal would need to be protected from sanctions. That includes receiving enriched uranium from Iran and exchanging it for yellowcake, work to turn Iran’s Fordow nuclear facility into a research center and other nuclear-specific deliveries to Tehran’s facilities.

However, Mr. Lavrov appeared to demand far more sweeping guarantees that could introduce major loopholes in the tight financial, economic and energy sanctions the West has imposed in recent days because of Russia’s invasion of Ukraine.

“We need a guarantee that these sanctions will not in any way touch the regime of trade-economic and investment relations which is laid down in the” nuclear deal, Mr. Lavrov told reporters on Saturday.

Trump’s Top General Says Iran Honoring Nuke Deal

Flashback, September 26, 2017: ForeignPolicy reports Trump’s Top General Says Iran Honoring Nuke Deal

The chairman of the Joint Chiefs of Staff on Tuesday joined other members of President Donald Trump’s cabinet in confirming that Iran is complying with the 2015 nuclear deal that has put a temporary halt to its nuclear weapons program.

The briefings I have received indicate that Iran is adhering to its JCPOA obligations,” Gen. Joseph Dunford wrote in answers to questions in advance of his hearing before the Senate Armed Services Committee, using an acronym for the Joint Comprehensive Plan of Action.

April 19, 2019: IAEA Says Iran Abiding by Nuclear Deal

“Iran is implementing its nuclear commitments,” said Yukiya Amano, director-general of the International Atomic Energy Agency (IAEA). The agency has had access to “all the sites and locations in Iran which it needed to visit.”

Iran Honoring the Deal?

  1. US State Department: Iran honoring the terms.
  2. Chairman of the Joint Chiefs of Staff: Iran honoring the terms.
  3. International Atomic Energy Agency (IAEA): Iran honoring the terms.
  4. Arms Control Association: Iran honoring the terms.
  5. All US European allies: Iran honoring the terms.
  6. Every other signee of the accord: Iran honoring the terms.

Had Trump made the same deal with Iran, most of his supporters would have cheered it. But Trump always thinks he can negotiate a better deal.

Trump undid the single best accomplishment of the Obama administration, punished Iranian citizens for their leader, and took much needed oil supply off the market.

Then Iranian enrichment increased at a rapid pace after Trump walked out.

So much for sanctions and the much over-ballyhooed art of the deal.

Mish completely missed the point here. The problem with the old deal wasn’t that Iran was cheating (and a lot of people think they were); the problem was that the old deal still allowed Iran to refine a LOT of uranium to near-weapon grade. From such material it’s just a hop, skip and a jump to get to weapon grade purity – as we are now seeing.
The old deal also allowed Iran 24 days between receiving a request for a site inspection and the actual inspection – plenty of time to remove incriminating evidence and making the entire inspection thing pure theater.

@Mish, usually I find your posts agreeable or at least
defensible. Not so much on Iran.

I agree that we – the US – should take care of our own
interests. Not being a policeman. Also, that economic sanctions have limited
effectiveness.

That said:

The Iran deal will likely lead to further tensions and wars
in ME. Not stability and prosperity. Byproducts of the agreement will likely
include a nuclear arms race in the ME and intensifying Iranian proxy wars in
ME. How does that work for the US?

Presumably, Iran’s neighbors should have applauded
agreements ensuring no nukes. Though, they don’t. Why is that?!

The respectable list of agencies and parties saying Iran
“complied with the agreement” carries similar credence to those agencies
accusing Iraq of WMD-s.

Iran violated the NPT, which it signed willingly and
benefited from. The agreement cements the violations rather than rolling back
its fruits.

Iran has been conducting proxy wars across the ME for 30
years. The deal increases funding of these activities.

Iran threatens Israel with total annihilation and foments
racists agenda against Jews! Regrettably, this isn’t empty rhetoric to judge
from Iran’s attacks on Jewish institutions, Israeli interests abroad and Israel
itself through its proxy Hezbollah.

PS: I’ll be delighted to admit my concerns didn’t come to
pass in 5, 10, 15 years.

PS2: It would indeed be an irony that Putin’s war leads to
thawing relationships with old adversaries like Iran, Venezuela, and Cuba.

I just read the US is negotiating with Venezuela as well as thawing ties with Cuba (again).  It would be the height of irony if this war in Ukraine led to the US improving ties with Iran too, a country that’s never attacked us and has a lot of oil all to freeze out Russia.  Well played, Pootin!

“Iran… a country that’s never attacked us”
Nonsense. Iran has attacked the US many times. Only last year they were using drones to attack US forces in Iraq. Then there were all those Hezbollah terrorist attacks, including the 1983 Beirut US Embassy bomb that killed 56 US servicemen (Hezbollah was created by the Iranians and is funded by them).

Dear China: Whose Side Are You on in Ukraine?
March 6, 2022, 1:00 a.m. ET
By Thomas L. Friedman
With every passing day, the war in Ukraine becomes a bigger tragedy for the Ukrainian people but also a bigger threat to the future of Europe and the world at large. There is only one country that might have the power to stop it now, and it’s not the United States. It’s China.
If China announced that, rather than staying neutral, it was joining the economic boycott of Russia — or even just strongly condemning its unprovoked invasion of Ukraine and demanding that it withdraw — it might shake Vladimir Putin enough to stop this vicious war. At a minimum, it would give him pause, because he has no other significant ally aside from India in the world now.
Why would President Xi Jinping of China take such a stand, which would seemingly undermine his dream of seizing Taiwan the same way Putin is attempting to seize Ukraine? The short answer is that the past eight decades of relative peace among the great powers led to a rapidly globalizing world that has been the key to China’s rapid economic rise and the elevation out of poverty for some 800 million Chinese people since 1980. Peace has been very good for China. Its continued growth depends on China’s ability to export to and learn from that world of steadily integrating and modernizing free markets.
The whole Faustian bargain between the Chinese Communist Party and the Chinese citizenry — the C.C.P. gets to rule while the people get to be steadily better off economically — depends to a significant degree on the stability of the global economy and trading system.
To Chinese strategists caught up in old-think — that any war that weakens modern China’s two primary rivals, America and Russia, has to be a good thing — I would say the following: Every war brings with it innovations (new ways to fight, win and survive), and the war in Ukraine is no exception.
We have already seen three “weapons” deployed in ways we’ve never seen before or not seen in a long time, and China would be wise to study them all. Because if China doesn’t help stop Russia now, these weapons will either ultimately hammer Putin into submission — which means they might be used against China one day, should it seize Taiwan — or damage Russia so badly that the economic effects will radiate everywhere. These weapons might even prompt Putin to do the unthinkable with his nuclear arms, which could destabilize and even destroy the global foundations on which China’s future rests.

What about Ukraine’s right to self-determination?   They obviously had good reason to fear Russia and want to join the west.  Pootin is a lunatic who’s going to bring the whole house down on himself.  The only question is how long it takes and if he decided to expand the war.

Culturally, China is not that different than Russia in that they’ve been oppressed by leaders for hundreds of years. In my dealings in international customers, I’ve found the people you can trust the least are Chinese and Russian people. While extremely smart and astute,  common citizens lie about such basic things most of the rest of the world would find odd because of the oppression they’ve lived under. There is a general distrust of everything everywhere in these cultures and it is because of the fear of their governments. Until there is a fundamental shift of this culture towards truth, nothing will change. That can only come if people are liberated and free to speak about their lives and experiences under these regimes. That isn’t something the Russian or Chinese governments will allow easily or at all.

Yet that oil is part of a global market.  Even if its sold in the us it goes at global prices.   So it seems it me that whole argument a bunch of bs.
Same goes with all these farmers the governments supported all these years.

One would think domestic energy would be cheaper. It isn’t because all commodities are traded on global markets thanks to derivatives. The real price of energy being consumed is quite low imo but consumers are paying  the premium for derivatives and other instruments that don’t take delivery of commodities spiking the price. Until  a ban is put into place of trading in commodities unless you take delivery, we will see high prices even after the economy tanks.

Fwiw I blame commodities futures modernization act and Gramm leach Bliley for the inflation we are seeing. Commodity prices never went this high prior to those two acts which enabled derivatives and mixing of speculative money going into commodity markets.  We are still suffering the aftereffects of those two acts passed in 1999 and 2001.  This stuff is just too complex for the average consumer to figure out. So we will end up with another systemic crisis that was ‘unforseen’ like the real estate bubble. The current bubble in the mother of all bubbles.

The Imbecile desperately needs this deal to stop oil rising and his poll numbers tanking.  It is too late for that already but I guess they dont know it.  So if the deal can in any way be accomplished it will be.  Funny that Russia tries to tank it.
Of course Putin loves Biden.  All those who think Putin wanted Trump over Hillary or Biden apparently have little in the way of critical thinking skills.
Putin, the worlds first (probably) Trillionaire makes his wealth from HIGH oil prices.   He is one of the largest individual owners of oil cash flow since he has stolen ownership of a great deal of Russian oil companies.  So he wants US leadership which wants to STOP fracking (Hillary, Biden) NOT leadership that wants to maximize US fracking (Trump).
In the same vein, Russia would like to tank the Iran deal, because otherwise oil prices will fall.

What a tangled mofo-ing web the US weaves with its foreign policy. We need oil now (because we disavowed it) , so we’re willing to sign off on a much-weakened Iran deal than the one Trump blew up. Pretty much on terms dictated to us by a Russian middle-man. Makes us look weak.
Biden gives SOTU address that hangs Ukraine out to dry, but gets on a soapbox declaring we will come down hard on Putin if he crosses one inch into NATO territory. Guess what? By taking Ukraine, Putin makes Europe into resource-constrained paupers that have NO raw materials for ANYTHING. No neon for lasers and semi’s. No fertilizer. No titanium. The list is long.
We have destroyed the ruble and Russian oil is in the toilet….but this just forces the BRIC’s to do anything within their power to make more work-arounds to the petrodollar. I don’t think the dollar dies here, but some smart people are calling for it. It’s the biggest stress test ever for the dollar denominated monetary system we in the US have benefited all our adult lives.
It ain’t good. Surveys are reporting that people think there is a 10% chance of a nuclear war. That’s probably an optimistic view.

First we
just need to pump a bit more oil and also let Keystone go through and we will
be ok. Without those we will still be ok if we cut use a bit. Our energy
situation is lightyears ahead of what it was twenty years ago. Secondly no
Iranian deal will get done if Putin is involved period. He has less than zero
credibility with the involved parties. It won’t happen. Paradoxically this
crisis underlines the usefulness of a currency backed by the largest economy
protected by the largest military power. For the moment the Euro is handicapped
by the factors you mentioned which eliminates the Euro as a competitor to the
Dollar and for the Yuan, well it’s not even in the running. I put the
possibility of nuclear war above 10%. Since his war is not going well and it
will get even worse Putin might use it as his last joker. He is that type
of person.

What relevance could that even possibly have, to anyone besides himself? Yes, the dude has had kids. Some say he’s even a good dad. I’m sure he’s a fun and entertaining one. So yes, he has procreated. Hence didn’t fail at life.
But his CLAIMS, at least the ones relating to anything of interest to the general public, are all failures.
I do suppose he did manage to beat “fake news.” By application of even faker news. Just like in politics, it seems The Scum Rising to the Top, is applicable to journalism as well.
Latin tinpot self styled “outsiders” have been “winning office” down there for a century or more. To what good? As the only sentient among all of them recognized upon “capturing” Mexico City: Useful revolutions don’t aim to replace the current fatso sitting on the throne by some other fatso sitting on the throne. But instead simply to burn the throne. period.
If Trump, one of the biggest Fed beneficiaries, hence establishment dependents, to ever live; had any interest in sticking it to the so called “establishment” that his army of impotent dronelings like to insist he is somehow “opposed” to; he would have focused on getting rid of the ability of establishments to rule. Of course, being a failure at intelligent thought, insight and literacy; even if not narrowly at “life”; he instead did exactly what every “establishment” hack before and after have done instead: Increase Government influence. As always, by arithmetic necessity for those who can, like, count and stuff; at the direct expense of individual influence. The latter being what is more commonly referred to as Liberty.
