The Wall Street Journal calls this The Ugliest Omnibus Bill Ever

The 117th Congress has been the most spendthrift in history, and this week it plans to go out with one final bipartisan back-slapping hurrah—a 4,155-page omnibus spending bill that is the worst in history. This is no way to govern in a democracy, but here we are.

The Members, in their efforts to disguise what they’re doing, rolled out the final product late Monday night. They plan to whip it through by Thursday while Americans are busy with pre-Christmas plans and before even the Members know what they’re voting on.

This didn’t have to be. Congress could pass a short-term funding bill and kick this mess to next year when the GOP House would have more leverage. 

Some Omnibus Bill Details 

  • Democrats failed in their duty to pass normal spending bills, so they are using this omnibus to finance all of government with $1.65 trillion for fiscal 2023.
  • $800 billion, a 9.3% increase and “the highest level for non-defense funding ever.” 
  • The domestic accounts include increases for food stamps, heating assistance, Pell grants and Head Start. 
  • The bill provides a $25 million funding boost for the National Labor Relations Board, which now exists to harass business on behalf of Big Labor. 
  • There’s a 30% increase for the Child Care and Development Block Grant Program, which the left hopes to build into a universal entitlement.
  • Congress is jamming through major changes in public-land management; a plan to phase out large-scale driftnet fishing; new oversight on horse-racing; a restructure of the U.S. Patent and Trademark Office;  and alterations to lobster regulation. 
  • Changes help Boeing meet aircraft-certification deadlines

The Way Things Work

Please note the WSJ is praising $858 billion for defense, a 9.7% increase and $45 billion more than President Biden sought. 

The WSJ calls that one of the few “bright spots”. Another “bright spot” is $45 billion in new military and economic aid for Ukraine while the EU only offers Ukraine loans, and small ones at that.

As I see things, that’s at least ($858 billion + $45 billion = $903 billion) for military spending out of the total $1.65 trillion. 

This is the way Congress works. You vote for my excesses and I vote for yours. 

Republicans will pass this monstrosity while blaming the Democrats all next year for the deficit.

Recession Coming Up

In case no one noticed, a recession is coming up and we are going to have a far bigger deficit than anyone will admit.

Expect tax receipts to collapse across the board. Expect major stress.

Forget you and me, the Fed knows how to prevent stress on banks in a downturn. 

Free Taxpayer Money to Banks

Please consider the question How Much Free Taxpayer Money is the Fed Giving to Banks?

The Fed pays interest to banks on reserves the Fed crammed down banks throats. There is over $3 trillion in reserves that the Fed pays 4.33 percent and rising interest on.

Two forces are in play. A reduction in reserves by QT lowers the free money. Rate hikes by the Fed increase the amount of free money.

For 2021 I estimate about $100 billion in “free” taxpayer money will be given to banks this year. 

For 2022 I expect free money to be about $200 billion if the Fed gets in expected rate hikes. If not, it will be another $100 billion or so. 

The Fed should not be paying any interest on these deposits and hundreds of billions of dollars would then flow to the US treasury. 

Meanwhile, banks collect 4.33% on its deposits at the Fed while paying almost nothing on checking and savings deposits.

No one in Congress is complaining.

You claimed that 2022 was a recession year? now you say 2023? A broken clock is right twice a day. The Biden/Harris admin has created 10 MILLION NEW JOBS IN 23 months of mandate with deficits comming down and high interest rates. Trump lost 2.50 MILLION whilst he had low interest rates and exploding defiits; also, Trump had the lowest growth rates even before Covid 19;

The bill includes $45 billion MORE for the fiasco in Ukraine. This brings Washington DC’s contribution for 10 months of fighting to $100 billion. Then add another $30 billion (rough guess, in total) from the EU. The EU labels their money “loans”, but since they will never be repaid they are defacto grants. The grand total that NATO has plowed into Ukraine comes to at least $130 billion USD, for 10 months. Some of that hasn’t been sent yet, but a lot was sent to ukraine before the official fighting started (see Angela Merkel’s admission that the Minsk agreement was a delay tactic). Ukraine is presumably kicking in whatever they have, so the total is more than $130 billion — but stick to NATO’s contribution.
Russia’s entire military budget is estimated to be $63 billion for a year (12 not 10 months). That’s their entire budget, including their airforce scattered across several time zones, soldier pay across several time zones, and naval bases in like Vladivostok and the massive one near Sverodonsk, plus operations in Syria and whatnot. Russia might be plowing 20% of its resources into Ukraine? 25%? lets call it 50%, which if anything is overestimating Ukraine and underestimating everything else. So 50% of Russia’s budget would be $32 billion (rounding up on purpose).
Russia spends $32 billion, while NATO spends $130 billion… and the war is a stalemate. NATO is spending roughly four times as much to get a stalemate.
Are NATO weapons (mostly US weapons, lets be honest) really that bad? Are Russian weapons that good? Supposedly US weapons have all sorts of state of the art, high tech gadgetry, while Russian weapons use computer chips from 25-30 years ago. Why are US weapons performing so bad?
The obvious answer is: graft and corruption. Once you take 10% out for the big dementia patient in the oval office, insider trading profits for Pelosi, a very generous kickback for the Secretary of Raytheon Lloyd Austin. Once you subtract billions (in total) of weapons broker fees spread all over Washington DC and Brussels. Once you consider these are no-bid contracts to Raytheon, Boeing, Lockheed, General Dynamics, SIAC, Booze Allen — all of whom will make generous kickbacks to Congress in “campaign contributions”, speaker fees and book deals… And many US generals and admirals look forward to cushy consulting contracts and board of director jobs later. There are billions and billions of dollars in loot to be spread around Washington DC (and some for Brussels too!).
The amount that goes to graft and corruption is much much higher than what goes into Ukraine. Ukraine is one of the most (the most?) corrupt countries in all of Europe. Kiev corruption takes a further cut. One wonders what fraction of the $130 billion actually makes it to the battlefield.
Its no wonder the floor of Congress was filled with happy politicians yesterday. They just voted themselves a windfall!!!

This means more bond and note issues and more pressure on short term treasury rates, unless the fed buys up the debt. My guess is the yield curve will be inverted until the next qt.

Nice! Hopefully, that’s a sufficient poison pill.
But unfortunately, the RINOs aren’t going to grow a pair and come together to squash this thing.

So this is how it’ll all end. Overspending until we break. Both parties did it. I guess it won’t matter who is in power when it all blows up, both parties will hopefully be thrown in the trash at that point. The problem is: What will be left of the United States when this happens? I’m thinking this game survives until 2030 or so.

I’m sure Ye would add something about Jewish people, but that guy is cray, cray. My personally, I wouldn’t mind us finding our Netanyahu without the allegations of impropriety, of course. That guy is stone cold looking down the Iranian mullahs. Lord knows with Biden he’ll have to go it alone when it’s time to send Iran’s nuclear program back to the stone ages. I do look forward to seeing some super high-res footage from B1’s & B2’s raining down MOABs & MOAPs on Iranian nuclear targets. That will be Jacked Up!

IMO, congress should be prohibited from passing ANY bill until that bill has not been read aloud IN IT’S ENTIRETY by the bill’s sponsors in a congressional session with a quorum in attendance. Will never happen, of course, because it would require that the same congress to make it so.
These encyclopedic size bills are designed to hide huge amounts of pork and facilitate an exploding US national debt.

1.65 Trillion don’t get you what it used to . Just getting money to pay the bloated salaries of all the
Gov employees that is ever increasing so they can send their kids to private schools ect. By the time
they put the portion to buying equipment and doing projects it will only get about half as much
as it was passed for . The key is to keep the money flowing to the bloated mostly democrats
who work in the government or are contracted out to support functions. They could care less about
the people .

I agree most gov’t employees are overpaid, but salaries are a small pct of the budget. And contractors have a lower pct democrats than gov’t employees. All IT is contracted out and one of the few places you’ll find conservatives in the DC area are IT workers. Many of them came from fascist countries, so are able to recognize how fascist democrats are.

Here in ATL, the GA DOT wants to do a 6.8 mile extension of a local major road for a low, low price of $866M or $127M a mile.
And guess what? They’re hopeful Uncle Sam will pick up most of the tab. And that kind of makes sense, since Gov Kemp game us a $0.29 gasoline tax holiday since way earlier this year. Lord knows, it’s more important to buy votes than to actually tax people for using fancy new roads.

Good story Mish. It is important to see the world as it is; not as we want it to be. You make an excellent point when you say that both parties are responsible.
So, I find many of the comments amusing. Lots of comments full of indignation for something that has been going on for a hundred years from both parties.
But no matter how much people scream, and rant and stomp their feet, this story is not going to change.
So what can an individual do about this? Nothing.
All an individual can do is understand how the world works and then learn how to legally take advantage of how the world works. The wealthier one becomes, the less this political garbage bothers you.
Yet, many commenters here waste their time trying to score useless political points on behalf of one party or the other. I guess they will never figure out that life is what you make it.

There are always investment opportunities. As many here know, I was heavily invested in technology companies till the early days of the pandemic. I then saw an opportunity in oil and gas, thanks to some great commenters on this blog. Still holding most of those oil and gas companies as they should keep gushing cash flow for the rest of this decade. And I expect to use a lot of the dividends I receive to start buying tech and renewable energy companies going forward.

Which is by design, not accident. The L.A. City council just voted to end any new drilling for oil in L.A., and placed an end date on pumping from existing wells in city limits. 20th Century Fox had a pumping oil well underneath a back lot set built for Hello Dolly.

I disagree strongly with ‘most amerikans are pure nihilists. so we elect nihilists.’ Perhaps most young Americans have nihilistic tendencies, likely because most progressives deny any values except their own, in much the same way that previous generations rejected non-Judaeo-Christian values. The empires that collapse are not nihilistic; rather they fail to respect other value systems, and do not adapt to changing conditions.

And then they give a $7500 tax credit for EVs, but the catch is the EVs have to be made in the US. And we impose import tariffs on foreign made EVs. So we’re eliminating foreign made EVs for sale in the US. How is this helping the environment?

Agree. Though I doubt that would be effective unless you can get tens of thousands to do the same for every politician. But it’s certainly better than constantly complaining to a few people on the internet who have no say in the decisions that are made by government; or corporations.

Congress is just the rubber stamp on the bills the ADMINISTRATIVE STATE (90% democrat party members) write. The AS is the communist party of America—Life long jobs protected by civil service rules–their children enter the Federal Jobs they vacate —the four counties around DC have the highest income per capita in the USA — their agencies have swat teams –their FBI and DOJ protect and attack their constitutional enemies

It used to be the Maryland suburbs were democratic, because that’s where DOE, HHS, etc… are located. Northern Virginia was republican because of DOD. DC has always been democratic. Now it’s all democratic. The democrats have become the war party.

I don’t remember Rand Paul saying anything about Paul Ryans tax cuts and spending increases. Deficit in Obama’s last year equal $585B. The next 4 years go $665B, $779B, $984B, and $3,132B. That’s an increase of 68% in first 3 years. Horrible.

Another great article but, please the fat in the defense side of the bill is equally appalling. Yes to aid to Ukraine, yes to defense, but when was the last time there was any accountability as to how this money is used. Waste, duplication, and numbers of simply useless equipment. I am quite sure defense contractors are celebrating this Christmas and bonuses are high. Bash domestic spending but defense is not as clean as the WSJ is suggesting. And I am frankly a little disappointed by their lax reporting on this.

I know it’s probably a pipe dream, but I can lie awake at night hoping that some adults finally take over the country. How about let’s stop sending money for Ukraine and if you feel the need to spend some money how about fixing the borders around this country to start.
It’s both sad and funny hearing Mitch say on one hand that Biden is responsible for inflation and in the next breath claims the Republicans got everything they wanted in this bill. Maybe history will call this the drunken sailor era. You too Donald. And Barack. And George.

You can’t drain the swamp. The swamp is the US government and most of the employees can’t be fired. And almost all democrats. The only thing you can do is hire republicans going forward and after many decades, they may balance out the democrats.

I would rather give money to banks than use it to build weapons that will be sent to Ukraine and destroyed at a much lower cost than it took to build them. All for a war that’s impossible to win. No chance for that. The only choice is how bad of a loss will be suffered. The best outcome is Russia pulls out and gives the land back to Ukraine and we spend trillions rebuilding it. That’s not a victory. I would rather let Russia keep it and pay for the rebuild.

Yes it is. This is DEMOS in its purest form: rule by mob. The mob doesn’t care where anything comes from or where it all leads. All they care about is living in the moment.
The amusing thing is that the mob’s so-called “Representatives” (LEADERS, as they like to erroneously ennoble themselves) think they won’t be around when the edifice quakes and collapses.
