Fraud is indeed real in CA! Homeless people have stated that they signed ballot forms while not checking of any needs and gave them to ballot collectors for small payments of $2-$5 or a few cigs.
This is not the first time in recent elections that similar allegations like this have been made and not just in CA either. Any place with a skid row, homeless encampments or non-ESL immigrants is valid fishing grounds.
But without hard, undercover sting type evidence, this is a very difficult crime to prove, which is why it rarely gets prosecuted.
