Arrival and Departure New Rules

We are in a 60-day period of comments on new Homeland Security Rules for those visiting the the US.

  • Voluntary Self-Reported Exit (VSRE) Pilot and I-94 Automation: CBP is implementing a new functionality within the CBP Home mobile application, or any successor mobile application, to allow aliens who are subject to I-94 requirements and who are departing the United States, to voluntarily provide biographic data from their passports or other travel documents, facial images, and geolocation to provide evidence of that departure. [Essentially everyone, explained below]
  • Selfie:Photo upload for ESTA website and mobile: CBP intends to update the ESTA application website to require applicants to provide a photograph of their face, or “selfie”, in addition to the photo of the passport biographical page.
  • Mandatory Social Media: In order to comply with the January 2025 Executive Order 14161 (Protecting the United States From Foreign Terrorists and Other National Security and Public Safety Threats), CBP is adding social media as a mandatory data element for an ESTA application. The data element will require ESTA applicants to provide their social media from the last 5 years.
  • High Value Data Elements
    • a. Telephone numbers used in the last five years;
    • b. Email addresses used in the last ten years;
    • c. IP addresses and metadata from electronically submitted photos;
    • d. Family member names (parents, spouse, siblings, children);
    • e. Family number telephone numbers used in the last five years;
    • f. Family member dates of birth;
    • g. Family member places of birth;
    • h. Family member residencies;
    • i. Biometrics – face, fingerprint, DNA, and iris;
    • j. Business telephone numbers used in the last five years;
    • k. Business email addresses used in the last ten years.

I-94 Requirements (AI Generated)

The I-94 form, or Arrival/Departure Record, is a crucial document for most foreign nationals (aliens) entering the U.S. on temporary visas, serving as proof of legal entry, status (like F-1 student), and authorized length of stay, now usually created electronically by U.S. Customs and Border Protection (CBP). U.S. citizens, permanent residents, and most Canadians visiting short-term are exempt. 

Who Needs an I-94 Form

  • Non-immigrant visa holders (tourists, students, temporary workers).
  • Those adjusting status or extending their stay in the U.S.. 

Who Doesn’t Need and I-94 Form

  • U.S. Citizens.
  • Returning Lawful Permanent Residents (Green Card holders).
  • Most Canadian citizens visiting or in transit.

  • You are a citizen or eligible national of a Visa Waiver Program country.
  • You are currently not in possession of a visitor’s visa.
  • Your travel is for 90 days or less.
  • You plan to travel to the United States for business or pleasure.
  • You want to apply for a new authorization for one person or a group of applications for two or more persons.

ESTA Payment Method

  • Fee for application is $40.00 USD.
  • Valid payment methods include MasterCard, VISA, American Express, Discover (JCB or Diners Club only), and PayPal.

Travel is the largest U.S. services export, with foreign visitors spending billions annually, supporting millions of jobs and balancing trade deficits.

The World Travel and Tourism Council

The World Travel and Tourism Council reports U.S Economy Set to Lose $12.5 Billion in International Traveler Spend This Year.

London, UK, May 13, 2025: The World Travel & Tourism Council (WTTC), the global body representing the Travel & Tourism private sector, today announced its latest Economic Impact Research which found that the U.S. is on track to lose a staggering $12.5BN in international visitor spending this year.

Notably, international visitor spending to the U.S. is projected to fall to just under $169BN this year, down from $181BN in 2024.

This significant shortfall represents a 22.5% decline compared to the previous peak.

The loss won’t be felt by Travel & Tourism alone, with WTTC saying it represents a direct blow to the U.S. economy overall, impacting communities, jobs, and businesses from coast to coast.

According to the study, the U.S, the largest Travel & Tourism sector in the world, is the only country among 184 economies analysed by WTTC and Oxford Economics, forecast to see international visitor spending decline in 2025.

A Global Leader in Reverse

 Julia Simpson, WTTC President & CEO, said: “This is a wake-up call for the U.S. government. The world’s biggest Travel & Tourism economy is heading in the wrong direction, not because of a lack of demand, but because of a failure to act. While other nations are rolling out the welcome mat, the U.S. government is putting up the ‘closed’ sign.”

Simpson continues, “Without urgent action to restore international traveler confidence, it could take several years for the U.S. just to return to pre-pandemic levels of international visitor spend, not even the peak from 10 years ago.

According to the U.S. Department of Commerce, new international arrivals data for March 2025 reveal a sharp and widespread drop in inbound travel from many of the country’s key source markets: 

  1. UK arrivals, one of the U.S.’s most important source markets, down nearly 15% year over year
  2. Germany, another significant source market, plunged more than 28%
  3. South Korea – down almost 15%
  4. Other key markets, such as Spain, Colombia, Ireland, Ecuador, and the Dominican Republic, saw double-digit drops between 24% and 33%

As widely expected, the Canadian market is drying up, with early summer bookings down over 20% compared to last year. This is more than a dip. It’s a wake-up call.

The World Travel report was in May, before these new idiotic requirements.

International visitors have spent more than $253.9 billion on U.S. travel and tourism-related goods and services year to date (January through December 2024), an increase of more than 12 percent when compared 2023.

Foreign visitors to the US have been on the rise since the pandemic, with analysts previously expecting 2025 to be a bumper year for tourism. That is, until President Trump’s second term began. This drop in tourism is forecasted to cost the American economy $12.5 billion this year.

I will take a stab that the 2026 hit will be at least triple. Who wants to put up with such nonsense?

Look at that high value data list again. If you were headed to Germany, Australia, or Ireland and had to respond to that, would you go?

I suspect this will get watered down a bit in the next 60 day. If not, we are going to have a collapse in foreign tourism.

National Park Fees

The above requirements are on top of new national park fees for foreign travelers.

Starting January 1, 2026, international visitors face significantly higher U.S. National Park fees, paying a $100 per-person surcharge at 11 popular parks (like Grand Canyon, Yellowstone, Yosemite) plus the standard $35 entry, or $250 for the “America the Beautiful” annual pass (vs. $80 for U.S. residents), with free entry days now reserved for citizens/residents only. This “America-first” fee structure aims to boost park revenue, requiring foreigners to pay more to support maintenance, with fees applying to non-U.S. residents.

On November 25, the U.S. Department of the Interior published a press release announcing higher fees for international visitors seeking to explore some national parks.

Two main changes have been introduced: an additional $100 fee per visitor for the 11 most popular U.S. national parks, and a surcharge that raises the America the Beautiful annual pass from $80 to $250. The changes will be officially implemented on January 1, 2026, but they have already sparked backlash.

Visit USA, an association that brings together U.S. travel sector experts to provide U.K. travelers with accurate information, has recently launched a petition opposing the new U.S. national park surcharges for international visitors.

According to official data by the U.S. National Travel and Tourism Office, the U.K. was the third-largest source of U.S. inbound tourism in 2023, with 3.90 million visitors.

Considering that international visitors spent over $253.9 billion on travel and tourism-related goods and services from January to December 2024, a possible U.K. travel boycott may have drastic consequences for the U.S. travel industry.

According to NPS data, in 2024, visitors spent $29 billion in communities near national parks, generating $18.8 billion in labor income and $56.3 billion in economic output for the U.S. economy.

Data published on October 1 by the U.S. Travel Association found that the U.S. may experience a 3.2% decline in inbound travel spending, totaling $173 billion.

The surcharge for international visitors is expected to generate millions of dollars in extra revenues for the NPS. A report by the Property and Environment Research Center claims that a $100-per-person surcharge for international visitors could raise $55.2 million annually.

At the moment, it remains unclear whether U.K. tourists will decide to join the Canadian boycott and avoid traveling to the U.S. entirely or only skip visits to national parks. Yet, the increased fees are likely to affect international visitors’ plans.

The park service may increase revenue. Assume it’s $55 million. But the cost of these new rules and fees will be tens of billions of dollars lost elsewhere.

I’ve been a visiting tourist to the US at least half a dozen times in fifteen years. So on average once every three years. I’ve generally stayed 3-5weeks, though my first visit was 5 months long.

From an economic point of view this is a big benefit for the US. I’m not working in the US yet I’m spending money.

Despite the toxic politics I still find most places that I’ve vistited very friendly and welcoming. I’ve enjoyed the openess and freedom of the US and the easy access to beutiful nature.

Most visitors to the US or to ANY country for that matter are visitors. They have no desire to stay even if they had the opportunity. They have friends, family, work and often a better life for them back home where they are from.

Most countries have more stringent requirements for people visiting from countries where overstaying of visas is more likely. That is understandable. But imposing these ridiculous policies on tourists is just going to destroy foreing tourism.

It won’t be long before everyone is implanted with a computer chip upon birth (or maybe while still in the womb). This chip will contain all your personal details, a national ID, ties to you bank/credit accounts and anything else the government wants to mandate to be put on it.

It will make life easier for everyone. You will have to use this chip to make purchases and will not be able to buy anything w/o using the chip.

This is just one more reason why I still am not planning to visit the US. The idiocy of TSA is the main reason.
If you want to keep out troublemakers why make it so onerous on normal visitors?
The US already has all our emails and social media posts through the NSA and other agencies so just run that data on all applicants.
And to keep out overstayers make every visitor lodge say $10,000 bond per adult or family unit that will forfeit $100/day starting a week after the visa expires.
As for charging more for foreigners to enter certain national parks that is morally wrong. If you need more money then raise it on every user.

I’ve had various social media accounts that I’ve used sporadically and deleted. I sometimes have email accounts that I use temporarily then get rid of. It would be nigh on impossible for me to remember what I accounts I had (or still have but have forgotten about). What a load of b******s! Add the possibility that I might be detained by ICE goons and any plans I might have had to visit the USA are now on hold…I can think of far more welcoming places to visit

The message lists High Value Data Elements but nothing about social media.

The inference from Trumpie was this meant a history of all social media posts in the last 5 years. How would anyone actually be able to comply?

As a 58 year old Canadian I found this post interesting. I have visited the us 3 times in the past year and appreciate that the USA is my neighbour (Canadian spelling). First time to ski in Colorado easy entry and exit. Second Hawaii again easy having visited Maui several times we got the vibe that some locals would like the visitors to go home given The stress they are under after Lahaina burning down. Third time was slightly different. Crossed into Montana by car. Smooth entry however leaving I was required to revisit border services to exit the USA. This was a first for me and was disconcerting for my wife given the level of interrogation. She is reluctant to visit our American friends that live in Montana now given her border experience. We wonder if that is the idea? So my last trip since was to Japan and next to Italy. Mostly because of my wife’s influence.

I drive across all the time in Ontario to NY State and back again the other way (NY State to Ontario) and when I am leaving the US I talk to NO ONE on the US side, I only talk to Canadian customs and immigration. I only talk to US customs and immigration when I am entering the US.

The only flaw in your reasoning is this: IF WE, AS AMERICANS, want to stay here in the EU for more than 90 days on a Tourist Visa, we are required to show them 7 different forms of proof (who we are, where we wills stay, what will we do, and when we will return to the USA – – a ticket home MUST BE IN HAND HERE).

So, Trumps tiny list is a fraction of the bullshit that we deal with here. We are in Portugal for 6 months every year. NO, we are not ever going to be residents of the EU.

this is ridiculous and will absolutely kill tourism. honestly i don’t see this becoming policy.

I travel a lot globally but would not go to any country that required this, and my only social media is an inactive facebook account i last logged into in like 2012.

the admin will say it’s to try to find dangerous people but we’ve already seen tourists from europenan countries harassed and detained for expressing anti-trump views. People that have expressed criticism of Israel or sympathy for palestinians were denied entry. it’s ridiculous to be keepingout people that disagree with the current admin.

I travelled to Europe earlier this year. I literally double deleted texts from a couple of friends who sent comical anti-trump joke memes and the like. i am a US citizen and I would never have done that for any other admin. my thought was it’s just not worth the risk, the hassle, being jerked around when i got back.

As for the higher fee for foreign tourists – I’m actually for that. The Trump Admin has cut funding for the Parks, and they’re struggling to maintain. Welcome to Trumpland.

I spent almost 3 months in Europe last year, but now that they plan to fingerprint all visitors as if they are street criminals freshly arrested for carjacking I likely won’t be going back ever. Its a big world, and there are lots of other places I can go. Its reasonable to assume visitors to the US will draw the same conclusion.

The founding fathers never expected the kind of guerilla warfare the US is experiencing. They were naive to think every citizen one would at all times be rational and prosecute corruption. They were naive to believe immigrant would leave their foreign allegiances when arriving to US shores. National security has higher priority than the economy. When it comes to immigration policy, I support quality over quantity.

Vetting at US consulates / embassies before arrival increases security. The estimated number of prisoners in the US who are not citizens is 21K. The average cost per year to incarcerate is $60K. That’s $1.2B each year. And that’s not including the loss of life, property damage, intellectual theft. $1.2 is 10% of the estimated spending by foreign tourist. If a bank were looking at those numbers in terms of defaults, they would be horrified. Banks actively monitor their portfolio to limit losses to less than 5%.

Trump’s actions would not seem so dramatic if many smaller actions were taken sooner, by the Biden administration, to address problems when they happened.

I upvoted you for the gist of your arguement but I would challenge the prison costs figure. Assuming that 21,000 figure is correct how many of them came in on a visa compared to those who just jumped the border? Tighter visa restrictions won’t stop the border crossers.
Make being in your country illegally not worth it and that alone will cut the numbers of non citizens clogging your prisons drastically (although you will have an extra prison population of illegals doing time for being illegal). And also streamline the deportation process

This is an America last policy. It is about control as it will affect the law-abiding person and the criminal will break the law and bypass it. Look at airport screening after 9-11, we now have an army of TSA agents that have found bugger all while inconveniencing every air traveler at a cost of billions for agency and the airport infrastructure. We can expect similar on a smaller scale if this goes thorough at any scale.

It will be devastating to all forms of domestic travel and tourism as international demand will diminish. It will hurt reshoring business, small business in particular; who will come here to scout out America for business development? It will damage government revenues both local sales taxes and federal indirectly via reduced income taxes, from a non-US source right when we need revenue most.

Following through with this proposal is another increase in the size of government for no real economic benefit, but a serious tangible economic cost for its administration, I cannot think of a better way to stifle the American economy than to chip away at the demand side and watch the supply side contract. This is the perfect proposal to aggravate the deficit problem and shows the Trump administration’s economic ignorance.

How do tourists and visitors get around the states? Admittedly not as big a market as international but it’s there. I used to fly all over the place on business trips. From the reports I see we may be able to lower taxes by 50% and spending by 75% if the government were not so careless with our money. If we stop being “American” and stop leading by example, we will begin to reverse the proliferation of democracy and freedom around the world. Others will argue that if the bastion of liberty does not believe in its principles of liberal democracy any longer, why should we?

Everyone watched what exactly? Are you talking about the people crossing the southern border who, for the most part, are seeking a better life for themselves and their children, or the American citizens smuggling drugs across at our ports of entry in exchange for money? Don’t get me wrong, I would love to see those people seeking a better life lined up and being swiftly processed through an official port of entry, but that is not how the process works. Fix the immigration system to make the legal pathways to coming here more efficient and expeditious.
