Denver Health at “Critical Point” as 8,000 Migrants Make 20,000 Emergency Visits

The Denver hospital system is turning away local residents because it is flooded with migrant visits.

ABC News reports Denver hospital system may collapse due to migrant crisis: ‘We are turning down patients’

Denver Health CEO Donna Lynne warned the center is in a crucial moment due to unexpected costs associated with immigrant visits.

What I think is not being said is that Denver Health is at a critical, critical point and that we need to take this up in 2024,” Lynne told the Denver City Council, according to the Denver Post.

Eight-thousand migrants from Central America accounted for approximately 20,000 visits in 2023. Denver Health asked the Federal Emergency Management Agency to provide funds for immigrants’ medical costs. The state and federal governments aren’t reimbursing the hospital, which spent $136 million for patients who didn’t pay.

The health system is overwhelmed with care costs for uninsured patients, particularly migrants — 36,000 of whom have arrived in Denver since December 2022, according to The Denver Post.

“Where do you think the migrants are getting care? They are getting care at Denver Health,” Dr. Lynne said at a Jan. 9 finance and governance committee meeting. Her remarks were reported by CBS Colorado on Jan. 12.

Denver Health has treated more than 8,000 migrants who lack legal documentation in the past year, totaling about 20,000 visits, according to Steven Federico, MD, a pediatrician at the health system.

The majority of these patients are coming from Venezuela and arrive needing treatment for chronic and communicable diseases after making the difficult journey.

Eric Lavonas, MD, an emergency physician at Denver Health, expects the situation to worsen as subzero temperatures sweep across Colorado, exposing unhoused, uninsured populations to frostbite and hypothermia.

In 2020, the health system had about $60 million in uncompensated care costs. Last year, costs sprung to $136 million, a quarter of which came from caring for non-Denver residents.

Due to the Emergency Medical Treatment and Labor Act, Denver Health cannot turn patients away from the emergency room and has resorted to other cost-cutting measures. The system closed 15 of its 78 inpatient beds for substance misuse and mental health treatment and did away with planned salary increases. 

Denver Health lost $35 million in 2022, and 2023 could have been worse had the system not received some outside help, according to the Post.

Emergency Medical Treatment and Labor Act

The Center for Medicare and Medicaid Services (CMS), discusses the Emergency Medical Treatment and Labor Act.

In 1986, Congress enacted the Emergency Medical Treatment & Labor Act (EMTALA) to ensure public access to emergency services regardless of ability to pay. Section 1867 of the Social Security Act imposes specific obligations on Medicare-participating hospitals that offer emergency services to provide a medical screening examination (MSE) when a request is made for examination or treatment for an emergency medical condition (EMC), including active labor, regardless of an individual’s ability to pay. Hospitals are then required to provide stabilizing treatment for patients with EMCs. If a hospital is unable to stabilize a patient within its capability, or if the patient requests, an appropriate transfer should be implemented.

Know Your Rights

The CMS want you to Know Your Rights.

Given 20,000 visits from illegal migrants, it seems the policy “know your rights” is a rousing success except to those who ultimately have to pay for the free handouts.

“I suspect that no other hospital in the state of Colorado can say that [they have cared for so many migrants] and there has been no reimbursement for that and quite frankly it is an ongoing conversation with the city, with the state and with the federal government,” Dr. Lynne said.

Questions Abound

  1. Is Denver bagging or complaining?
  2. Who was it that declared Denver a sanctuary city?
  3. What percentage of Denver is migrants?

Is Denver a Sanctuary City?

The answer to question number one is Denver seems to be both bragging and complaining.

The answer to question number 2 is more entertaining.

There was no official statement using the term “sanctuary city” but here are details of the ordinance Denver passed.

  • Denver will not honor immigration detainer requests to hold immigrants who would otherwise be released from jail so that immigration agents can pick them up. Denver will only respond to a judicial warrant — one signed by a judge. This reflects existing policy and the city’s understanding of the Fourth Amendment.
  • Denver employees will not ask for or collect information on people’s citizenship or immigration status, except as required by federal or state law. This is already prevailing city policy.
  • Denver will not share any information for the purposes of enforcing immigration law. Fingerprints of people booked into the jail will still go to the FBI and the Department of Homeland Security, as required by federal law, and sheriff’s deputies will inform ICE when certain immigrants are due to be released from jail.
  • Denver will not use city resources to assist immigration enforcement, including prohibiting ICE agents from entering secure areas of the jail. That last practice is a change from current policies.
  • The ordinance applies to all city employees, including probation officers and pre-trial services staff in the Denver County Courts. Making this an ordinance means that employees who violate these rules face stiffer penalties than they would for violating a predominant practice.
  • “We will not be bullied and we will not be blackmailed. We lean on our values. The reality is we may lose funding. We understood that going forward. We are going to stand by our values because when this administration is over, that’s what we’ll be left with, our values,” said Mayor Hancock.

Unspokenly Sanctuary

If that does not constitute “sanctuary city” what does?

However, denial now runs deep.

Colorado is not a sanctuary state, and the Governor is not focused on buzzwords but on ensuring our law enforcement resources go toward fighting actual crimes to help make Coloradans safer,” Conor Cahill, a spokesperson for governor Jared Polis, told Axios in a statement in January of 2023.

Douglas County Not Sanctuary

On October 22, 2023, CBS News reported Douglas County warns Denver not to send migrants their way: “Not a sanctuary jurisdiction”

In Douglas County, leaders are affirming they are not a sanctuary county and calling on neighboring jurisdictions to follow suit.

While it doesn’t appear Denver is currently trying to relocate any migrants to Douglas County, commissioners there want to make it clear that they’re not welcome. It comes after Denver sent migrants to Adams County with little to no communication.

“Douglas County expressly affirms that the county is not a sanctuary jurisdiction,” Douglas County Commissioner Abe Laydon said in an Oct. 12 news conference.

“It was just a lot of political rhetoric and I just don’t think that Douglas County commissioners have the responsibility or even the right to demand or dictate that the Denver mayor say that Denver is not a sanctuary city,” said Thomas.

But she agrees Douglas County is not the place for migrants. Despite the county being one of the wealthiest in the country, Thomas says it’s an issue of resources.

“We have no shelters in Douglas County and it’s not humane or compassionate to bring people here to Douglas County and drop them off at a park,” said Thomas.

The resolution states Douglas County recognizes the humanitarian plight of these migrants and encourages legal migration. It also encourages Douglas County citizens who want to help migrants to donate to the Newcomers Fund.

What Percentage of Denver is Migrant?

It’s about one in twelve according to Vera.

Who Will Pay for This?

I believe you know the answer.

You will, to varying degrees. Those in sanctuary cities like Denver will bear the brunt whether or not the mayor or governor is in denial.

Those in places like Douglas County that “recognize the humanitarian plight” while “expressly affirming that the county is not a sanctuary jurisdiction,” not as much.

This is already unsustainable! We are taking away from OUR AMERICANS to support others. In my house, I fed MY children first, before offering them to invite others for dinner-if that was feasible for me. Come on! We have 20 million people living in poverty in OUR OWN COUNTRY-and we’re using the money we could (from AMERICAN TAXES) to help OUR AMERICANS who need help-we’re giving it as CHARITY to immigrants???No, this is not right.

This is unsustainable. Congress must amend this 1986 act (EMTALA) to ONLY include legal citizens of the United States. 1) All illegals should be denied access at both the southern and northern borders. 2) Illegals should not be able to access “free” medical care, should not be allowed in public schools, should not be able to rent homes or apartments, should not be allowed to have American-based bank accounts or credit cards, etc., etc. The goal is to make it so difficult that they cannot survive here and would self-report. 3) Immediately end birthright citizenship. 4) In addition to this, we need mass deportations at the level of thousands per day. No more of this insanity.

I’m a physician who was recently fired from this Hospital because I did not support the rampant DEI initiatives and spoke out against the poor care to patients from excess workload. I took care of countless illegals there. One of my patients was a young boy who was involved in an MVA in Colorado Springs. His illegal father was speeding at 110 mph with the family when he lost control of the vehicle. Every person was ejected from the vehicle because none wore safety belts. A young girl was killed at the scene. The young boy I took care of had a closed head injury with brain bleeding and a traumatic amputation of the hand at the wrist. I will never forget because it was the first time having a patient like that and it created quite a dilemma. You see, when you reattach a limb you have to use blood thinners. Blood thinners are bad for patients with acute brain bleeds. In my 25 years of clinical experience, I’ve never seen it before. I can promise you that the child’s hospitalization cost the taxpayers over $1 million. Believe it or not, they didn’t even arrest the dad who was responsible for speeding and the accident. Clown World my friends.

Denver area here. Denver Health will receive a bailout from the state of Colorado and probably also from the Feds, as it has nearly every year in the past. Denver Health execs know this–they are just generating press coverage in an attempt to get a bigger bailout.

Denver has been a sanctuary city since the 1980s. Many of the early immigrants have grandkids now. Denver is a solid left city and richly deserves the chaos it is now receiving. The issue for surrounding cities and counties is how to keep the migrants out of their jurisdictions.

This is a perfect example of “Universal Healthcare.” The illegals get free care, while “someone else” pays for it. This is the exact reason why so many, including other countries who have “socialized medicine,” document the excessive failures of such a system. Poor care for everyone, overworked staff, illegals abusing the system, etc.

Under both Obama and Biden, the Democrats controlled both chambers of Congress, and the White House. A “border bill” could have quickly and easily been passed. Why wasn’t it? Why are Republicans “to blame” now, when an acceptable-to-Democrats solution could have been made sooner? Why are Republicans “to blame” when the border was more secure before Biden took office? Why are Republicans “to blame” when it is Biden that has undone the work of previous administrations (yes, plural) policies that had much lower immigration issues?

The story of Denver, and many, many other cities—both large and small—is why this is “truly a problem.” It is apparent that your viewpoint ends at your politics and does not extend to your fellow Americans’ plight. You refuse to see the absolute destruction that allowing illegal access to this country has caused. It isn’t just hospitals. It is the economy, safety, education, and so much more that Americans are losing. It is sad, pathetic, and speaks volumes of your character. I suppose this is all okay with you, as it is “not in your backyard;” it doesn’t affect you directly, so the most sincere concerns of others must not be legitimate.

I doubt you will read this. I doubt you care. I hope nothing ever happens to you directly, because it seems that only something egregious and traumatic will open your eyes beyond the little bubble you live in.

On what grounds? I’ll repeat, “No documentation required”. They can’t prove anything if you don’t provide any documentation. For all they know, you’re a citizen of Mexico born to caucasian, English-speaking parents and recently crossed the border into the US illegally.

In addition, they wouldn’t be able to throw you out if you are in need of urgent medical attention in most states, even if they didn’t believe who you tell them you are.

Second, about 4 years ago I had a same day surgery. In at about 7, out by 2. In an OR for probably an hour. My hospital bill was over $50,000. This did not include anesthesiology, doctor, or countless other fees … this was just the hospital. This gives you a feel for the cost of this kind of policy (and this was before it got really bad, but I believe I heard > 80% of ER visits are from folks who don’t pay or have private insurance … again this was before the southern invasion). Anyway, I do wish the compassionate people who truly want the open border start taking people into their own houses … until their compassion wanes a bit.

Seems there is an out. The CMS regulation states:

ALL INDIVIDUALS MUST BE SCREENED

All individuals who present to a hospital emergency department must be screened by Qualified Medical Personnel to determine the presence or absence of an emergency medical condition. EMTALA applies until either (I) the medical screening exam does not identify an emergency medical condition or (2) the patient is provided with stabilizing treatment and/or an appropriate transfer.

STABILIZING TREATMENT MUST BE PROVIDED

Hospitals must make sure the patient is provided with stabilizing treatment (within the capabilities of the hospital’s staff and facilities) before they can initiate a transfer to another hospital or medical facility or before they can discharge the patient.

Since the vast majority of people are not presenting an emergency, quickly look them over. determine they don’t have an emergency and usher them out the door. Should take any longer than 5 minutes, at most.

Dennis is correct in my view.

We live in a world of finite resources. Decisions must be made on how best to allocate them. The marketplace does this best, but in the hypothetical situation as presented by John Brooke an individual or a small group would be making the decision. With said, you take care of your own (the citizen) first. Then if you are willing to accept the consequences of treating or not treating the immigrat then you decide accordingly.

Decisions are being made to make us all sheeple. By diluting our culture , common language adopting socialism in increments it’s all about power over the cattle , and then on to whom you harvest . If the powers restrict all manner of “resources” artificially they can claim mass die offs as mother nature or some other obscene fault like pandemics , blights you name it. They have this mentality about breaking alot of our eggs to make their omelet.

Everyone is acting like this is a new problem. It’s not. Don’t kid yourself. And it has nothing to with sanctuaries or not. I can find all kinds of illegal immigrants in all 50 states. Some just fly in on a visitor visa from Russia or elsewhere and overstay.

Illegal immigration has occurred for many decades. However, the problem is now out of control due to Biden’s policies and Democrat cities. Biden has made bizarre interpretations of immigration law, effectively creating a parallel immigration system at the southern border without quotas, waiting periods, fees, documentation requirements, criminal background checks, medical exams, entry interviews, and every other item required in the real immigration system. Democrat mayors and governors have compounded the problem by providing free housing, health care, education, food, transportation, and every other item. Democrat mayors have even turned airports, hotels, police stations, and other public areas into migrant camps. Crazy Democrat policies. 1B+ want to come to the USA especially if Democrats will provide free housing, health care, food, education, transportation, and other items. Another terrible side effect of the crazy Biden policies is the enrichment of cartels. Biden is the best friend that the evil cartels have.

The point so far in the comments that is missing is that this is happening everywhere in the U.S. The federal government was dispersing these folks for the past few years long before we saw them deposited on Martha’s Vineyard. Tracked planes for a personal use 3 years ago and saw non-stops from El Paso to Des Moines. It was not a scheduled airline nor is there a business case for that route. You can’t get a non-stop from Des Moines to many of the cities my friend works in…but El Paso?

A recent comment I made focused on the E.R. in St. Paul, MN where I stated that my brother needed care and despite having served in the US Army and worked for 35 years after, earning large pay and contributing to the tax coffers, he had to wait in line for hours behind illegal(assumed, not known) immigrants. The ultimate insult being forced to wait or get turned away because they are treating those without standing in the U.S. before U.S. citizens and then forcing us to pay their bill AND ours, assuming we ever get that treatment.

So each time I read about illegal immigration and bloggers on the D side of the aisle I just say to them–you first. You house them. You clothe them, feed them, heal them, educate them. Oh, and BEFORE you get those benefits yourself. It should not be difficult to see the error in allowing unchecked illegal invasion. You don’t get to enjoy some humane moral high ground because you believe no one should be sick, hungry, etc. Conservatives believe that too. But we believe you lock the doors and invite vetted guests in via a process, a quota that the country agrees to via legislation and a number we can support and agree to financially. I still can’t believe this is some controversial topic and yet it is.

Sadly the numbers that have crossed are creating such havoc we now argue about what we’re to do. I don’t want to have my health care options restricted, my safety risked because we strain our police and justice systems, my retirement impaired because Joe Biden intentionally allowed a 4 year breach of our border and the virtue signalers defended it. Citizens have constitutional standing, we’ve paid taxes and bills and now we are relegated to stand behind those who have no right to stand here let alone in front of us.

The hospitals are legally required to treat the illegal aliens, but the overworked/underpaid staff are free to leave that dumpster fire for better pay and working conditions. I can’t think of a better way to get hospitals to demand the government run the health care system (universal health care).

Sanctuary status was to protect illegals from the government. Since the Biden administration will do nothing to illegals, sanctuary status no longer has any meaning. While people say every state is a border state, so to is every state a sanctuary state.

Mayor Brandon Johnson has finally realized he can’t handle the immigrants/illegals by himself and no additional federal or state money is coming. The “people” and “Alderman” have spoken. They’re putting a cap on how much money Chicago can spend on these migrants/illegals. He just had a press conference to advise any new arrivals will have to wait for an opening from a current shelter AND they aren’t going to be opening any new shelters or kicking out current immigrants/illegals after 60 days even though that’s there ordinance. Mayor Johnson and Govenor Pritzker are getting into pissing matches publicly with press conferences.

This is silly. Medical people are trained to triage. If a person no matter who they are is having their life threatened, they go first. My friend, before he died, was a Doordash driver in Denver for 2 years. When he became hypertensive (high blood pressure,) he was in and out of their emergency rooms at least 20 times with no insurance (till he died). Half the time he stayed at least one night. They may make you sit for hours (a la Cook County Hospital), but no one (migrant or non) who has a real health problem is gonna die there. Its just more whining, just like west Germany had to put up with merging with east Germany, which at the time was was a royal pain. But 10+ years later, its all fine. And Biden always pays late. Colorado and everyone else will eventually get reimbursed.

Don’t engage in the sophistry of comparing this current immigration crisis with the reunification of East and West Germany. They were all Germans with the same heritage and language. It’s demented that you would argue any kind of analogy. And if you think this problem is going to somehow magically work out, I suggest you move to Denver and see what it’s like to try to get into a hospital and volunteer an increase in your taxes to make sure everything gets reimbursed. Ridiculous.

There are more of them in Chicago than Denver, and I think Id be treated just as badly as I would have been treated with migrants here or not (Ive been in Northwestern Hosp waiting room). Everyone waits, but few die. And I was not in Germany, but I’ll stick to west vs east were different as night and day. But if you have proof to the contrary …

Correction for the title since I have more than a passing familiarity with this. DH is not turning away local (i.e. Denver) residents. If you live in one of the external counties outside of Denver County, they’ll send you back for non-emergency care to your home county. This is in part due the area practice of sending indigent care cases to Denver instead of letting hospitals in their home county absorb the cost.

I was at NW Hospital yesterday. The malls are all dying cause the people are all at the hospitals — the 2nd floor food court was swamped as usual. And I’ll bet some of those people were Venezuelans. You’d find the best experience too. 🙂

They need to repudiate their non-cooperation stance post haste and put up very large-lettered signs on every hospital door in Spanish indicating that non-citizens without green cards will be reported to police and immigration authorities whenever hospital services are engaged. Treatment will not be denied for emergencies, but non-emergency medical care may be denied to any person who is not a legal resident of the United States or an authorized visitor to the country.

Emergency rooms are only supposed to treat life saving health care if you don’t have insurance. I don’t feel sorry for anyone in Denver. You get what you vote for. We’re in IL and I hear the same stories about Chicago. We’re moving out of state soon.

Now I know what the banners that read “They’re Coming” being held over the edge of a bridge overpasse by hippies in Lawrence,KS by KU a few years ago for several days were raising hell about.

Of course, knowing Lawrence, i’m thinking they’ll have wide open arms and willingly screw themselves. There’s a huge % that want to shut down the local power plant which was actually in the works. Then Panasonic came along and is building a massive EV battery plant there and the powerplant has to keep burning coal because the alternative cant supply enough power for the new plant. Not only that, the powerplant is trying to increase rates to pay for the infrastructure. Which will screw me too even thoh im 30 miles from town. It gets funnier everytime I think about it. You want your stupid ev……..there you go.

I do like Lawrence, I grew up there as a kid but there’s def no shortage of liberals and weirdos. A lot are short fused and I attribute that to smoking grass too much. I dont care what people say, im old enough to know that people that smoke all the time change.
