The US House will begin its July 4 recess tonight after the next vote series, as Speaker Mike Johnson failed to pass a key procedural rule.

The rule failure highlights ongoing GOP divisions in the narrow majority, stalling the legislative agenda and forcing an early adjournment.

Members are not expected back until around July 13, delaying bills like housing or Save America Act priorities.

A group of conservative hard-liners have effectively ground most House floor action to a halt until Congress acts on the Safeguard American Voter Eligibility (SAVE America) Act, delivering a new challenge for Speaker Mike Johnson (R-La.) as he tries to move the chamber’s legislative agenda forward.

The SAVE America Act, which requires proof of citizenship to register to vote and the presentation of a photo ID to cast a ballot, has passed the House but stalled in the Senate over Democratic opposition.

President Trump has repeatedly demanded congressional leaders find a way to pass the measure, and on Wednesday he canceled a signing ceremony for a widely popular bipartisan housing package, vowing he won’t put his signature on the legislation until the Senate passes the SAVE America Act.

Several hard-liners in the House, meanwhile, said they would oppose any procedural rules, effectively blocking debate and a final vote on measures, until the SAVE America Act passes. Johnson needs near-unanimous GOP support on any procedural rule, given the razor-thin margin in the lower chamber.

Rep. Anna Paulina Luna (R-Fla.) wrote on the social platform X Thursday that she will “not be voting to re-open the floor until the Senate gets back to Washington.” The Senate left for a two-week recess on Wednesday.

“The Senate is literally running and not ONE senator objected to going on vacation before 4th of July. John Thune is running and hiding because he doesn’t want to get voter ID across the finish line,” she added.

Rep. Ralph Norman (R-S.C.), a member of the far-right House Freedom Caucus, said in a press briefing Thursday that Trump did the right thing by not signing the housing bill. He added, “I personally think we should not have any more legislation until the Senate comes back in session, and they’re out for two weeks, ironically.”

The House was poised to advance two appropriations bills this week through regular order, but action on those measures have been punted after leaders canceled Friday votes. The gridlock is also throwing other GOP priorities off course, including a renewal of the government’s warrantless surveillance authorities and a third budget reconciliation package.

Who Supports This?

Me. I have been openly cheering it on.

The GOP is tearing itself apart over the SAVE Act, a bill doomed from the start.

All the House clowns who say they won’t vote for anything without the SAVE Act just went home.

If the military spending package doesn’t pass, we can all be grateful.

Look at it this way, if there is no money for weapons, Trump will be less apt to restart his stupid war in Iran.

Alas, I fear the liars will chicken out and pass something.

However, It may or may not make it through the Senate intact. The longer the bickering continues, the less will get done.

And less is more.

Mish has convinced me that aspects of the SAVE Act are unduly restrictive on Americans’ right to vote. I’m way more exercised about increasing “defense” spending. So if the SAVE Act is stymieing the plan to increase “defense” spending, great – especially since Massie’s & Khanna’s amendment to remove the US-Israel fusing portion of the NDAA was not even given a vote.

There are many aspects of the democrats’ program that I object to, but in 2026, the republican party needs to be summarily punished. For keeping the Epstein files hidden, for kneecapping Massie, for continuing to fund the proxy war against Russia (I know many here will disagree on that) and most especially for illegally and immorally attacking Iran – a country that did nothing to us and posed us no danger. No Zionists!!

In a tacit admission of failed War Policy Trump now openly says he’s ‘ok with Iran going oast the deadline’. What, so things can happen abscent massively expensive, deadly, war? WTH, maybe we should have started that way – and saved $300+ Billion ransom too boot!

Chaos, I guess that is the best we can hope for – but my concern – Why do Republicans love to give money for weapons and demand zero accountability? And the fact that they are even going to pass this pork-laden bill is crazy. I am sure it is filled with goodies for the red states. And 2, Trump makes $1m a day while in office. Where is the f….ing outrage. For someone who has watched Trump fail over and over again, he finally found a racket he could win.

It’s a skid greasing function. See, they grease the palms of the defense industry, and in return, they or their families or colleagues get cushy, no-show jobs on boards of directors for defense corporations, pocketing hundreds of thousands or millions year for doing nothing. It’s a money laundering operation. I believe Eisenhower’s draft of his farewell address originally used the term Military-industrial-CONGRESSIONAL-Complex (MICC) before it was reduced to MIC. You have to have congressional in that acronym to understand the true cycle at play.

I kind of like the war in Iran. This country if run by homicidal fascists and killers who foment trouble all over the Middle East and in America as well. Trump took a chance starting that war in Iran and now he’s a target for a fatwa. The Persian Gulf states are going to have to prepare for a wider war because Iran is extorting their business and blackmailing the world. I don’t think this war is a bit stupid, but Trump has no idea how to fight it. You cannot remove the Islamic fascists without a land war so that’s what it’s going to take. I think America was surprised by how many ballistic missiles Iran had in reserve but now we know what we’re up against. Those tunnels have to be cleaned out and destroyed. The IRG with their terrorist proxies must be eliminated. That’s my 2 cents. Trump has chickened out after a lot of big talk. He looks like a fool.

Ironically I just finished a little run on history of the Middle ages. You’re just recreating the Crusades here and there’s some history you should be aware of.
The pope declared the crusades to be some holy quest but it was a land grab. Before his declaration, the Muslims had never done anything to the Christians. They didn’t get along with the Byzantine empire but neither did the Pope..
So the European Christians decided to wage war against the Muslims for 300 years for no reason other than they wanted the land and the pope said so.
At a certain point in escalation the Muslims will unify against the Christians. The Sunni and Shiite division will be overlooked, the enemy of my enemy is my friend.
I know this seems weird because it’s over 700 years ago. But it was at that time that we learned to distrust the Muslims and, coincidentally, hate the Jews.

As someone who currently lives in a Muslim majority country, I very much doubt it.
The most populous Muslim majority country in the world is Indonesia. The second is Bangladesh. Neither one of them is joining the Arabs (who look down at them) to fight Christians over an issue in the Middle East.

Correct. A large number of those who went were 2nd and 3rd sons (and so on) who were not going to inherit. They had next to no prospects so going to a foreign land to fight and pillage/plunder with promises of land was an easy sell.

That’s not true today as inheritance has changed but more importantly you can make your living and fortune from actual productive work rather than owning land.

Propublica and Democracy Docket are reporting the SAVE system has been shut down or at least made unavailable following a court order on June 22 that directed them to shut it down.

Without a system to verify citizenship what purported benefit would accrue to passing the SAVE Act?

Sooknanan of the District Court of Washington D.C. wrote that records reviewed by the court show federal agencies knew that the SAVE voter database violated federal laws like the Privacy Act, the Social Security Act and the Administrative Procedure Act, but were “scrambling” to comply with President Trump’s executive order to create a system for mass voter verification.

That pressure resulted in agencies “haphazardly” combining and repurposing the personal information of millions of Americans from different government databases, including citizenship data they knew was unreliable.

“The Court therefore sets aside and vacates the 2025 SAVE modified system and the related notices because they were contrary to law, arbitrary and capricious, in excess of statutory authority, and without observance of procedure required by law,” Sooknanan wrote.

Congress usually agrees on NOT working, heading out early for recess. The very definition of how children act. They haven’t done anything meaningful in years, argue about continuing resolutions — aka keeping the government on deficit-spending autopilot — campaigning for their next term, working on insider trades and, when push comes to shove, agree for the worst policies on both sides of the aisles. The statement is true as far as it goes, but it is in fact a bastardization of a quote from Alexander Tytler:

“A democracy cannot exist as a permanent form of government. It can only exist until the majority discovers it can vote itself largess out of the public treasury. After that, the majority always votes for the candidate promising the most benefits with the result the democracy collapses because of the loose fiscal policy ensuing, always to be followed by a dictatorship, then a monarchy.”

That said, it’s not as if monarchs and dictators were always scrupulous about using public money ever always only for public purposes and never to bribe supporters or for self-aggrandizement.

It’s true about Monarchs and Dictators spending habits.

But the advantage is that one (or a tiny few) can only eat so many steaks or wear so many fine clothes/watches etc. In other words tens of millions demand and use up far more than a handful of rich do. That’s why they tend to last far longer as forms of government.
