Bloomberg reports No US Security Guarantees in Venezuela for Oil, Energy Secretary Says
The Trump administration has no plans to directly provide security to oil producers in Venezuela, Energy Secretary Chris Wright said Thursday, dismissing the notion US troops will be used to address companies’ concerns about safety in the troubled nation.
“We are not going to get involved in providing on-the-ground security,” Wright said during an interview with Bloomberg Television. “The US involvement right now in controlling the flow of funds in Venezuela gives us huge leverage to reduce the criminality in that country, reestablish peace and better business conditions.”
Oil executives and industry leaders have stressed companies need political and legal reforms, contract certainty and security guarantees before investing in Venezuela following the apprehension of former President Nicolás Maduro. While US President Donald Trump has vowed to provide “total safety” to companies operating there, it remains unclear how the US would accomplish that.
Ultimately, he said, Venezuela will need a representative government, new laws and changes to its constitution.
“But that will take time,” Wright said. “There’s always different risk and reward situations in time, which is why the wildcatters will move first,” Wright said. “The bigger, longer-term, tens of million of dollars of investment, they’re going to wait until there’s more clarity in that environment.”

Shale billionaire Harold Hamm said oil companies need guarantees that their assets won’t someday be seized by Venezuela if they help revive the nation’s crude production.
“There is a lot of geopolitical risk in Venezuela. Exxon had been there twice and been nationalized, ” Hamm said in an interview Thursday with Bloomberg Television. “There have got to be guarantees against that. We have seen other companies burned real bad there.”
Hamm, one of the oil industry’s most outspoken supporters of US President Donald Trump, said Venezuela is a much safer place as a result of the US removing former President Nicolás Maduro from power. The wildcatter was part of a group of oil executives who met with Trump at the White House last week to talk about boosting output in the South American nation, home to some of the world’s largest crude reserves.
Guarantees against Venezuela nationalizing US oil assets should come in the form of physical security but shouldn’t need to include financial assurances, Hamm said in a separate phone interview Thursday. As for companies that have had their assets in the country nationalized, “I’m sure they’re pretty dang cautious,” he added.

There are all kinds of nefarious options. One might be Trump allowing China to rebuild Venezuela oil industry in exchange for part of the production and guarantee of Chinese rare earth exports to the US
This is conflicted logic at its worst. The administration has said that the first priority is getting the existing production potential back to potential but the first to go in will be wildcatters? Wildcatters are explorers looking for new fields that take time to get online, not production operators.
This whole Venezuela thing is probably going to be a textbook example why governments with no expertise but misplaced swollen confidence in its abilities should not be venturing into private business. Canada and Venezuela have similar reserves and delivery potential of similar crude. Canada was a friendly neighbor that willingly exported their oil to US refineries that could efficiently process the oil that was delivered via efficient pipeline systems, arguably the safest and most cost effect means. Markets for the products were established. The entire business chain from extraction to consumer was established and could have been expanded to meet additional supply needs. Trump encouraged that expansion with his fast tracking permits for the Keystone pipeline; after serious capital was spent on its construction, Biden killed the project that contributed to soured Canadian US relations; then Trump destroyed our relations and made it potentially impossible for US access to readily available economic reserves from
Canada.
Realizing the US needs oil supply security, Trump turns to unreliable unfriendly Venezuela for crude that has to be reestablished, will cost more to produce, has to be transported via infrastructure that has to be built and or expanded and is less environmentally safe as ocean shipping and rail/barge/truck means will be required while waiting on pipeline expansion/construction. Trump has literally given up a bird in the hand for one in the bush, and no one is benefitting but the US is being screwed.
I cannot think of a better example of piss poor planning, execution, negotiation, or destruction of business relationships.
