The Wall Street Journal reports Chevron to Leave California for Texas, as Regulations Mount in Golden State
The second-largest U.S. oil company said Friday it plans to move its global headquarters to Houston, the U.S. energy industry capital. Chevron has built a stronghold of about 7,000 employees there, partly from a matriculation of executives and white-collar workers decamping from California.
The relocation plans come weeks after billionaire Elon Musk said X and SpaceX would move their headquarters to Austin, out of California. Musk had moved Tesla’s headquarters to Texas a few years ago. Several other large U.S. companies, including Hewlett Packard Enterprise and Oracle, have moved from blue states such as California to red states such as Texas.
Chevron CEO Mike Wirth said the company wants to move its employees to one central hub. He also acknowledged the company has been vocal about its differences of opinion with California on energy policy.
“We believe California has a number of policies that raise costs, that hurt consumers, that discourage investment and ultimately we think that’s not good for the economy in California and for consumers,” Wirth said in an interview.

California Attorney General Rob Bonta announced his office has filed a lawsuit against five big oil and gas companies as well as the American Petroleum Institute for misleading the public about climate change and for engaging in harmful environmental practices.
The defendants include Shell, Chevron, ExxonMobil, ConocoPhilips, BP and the American Petroleum Institute.
The attorney general argues the defendants have known for decades that the burning of fossil fuels contributes to climate change but they have misled and lied to the public about it.
“Oil and gas companies have privately known the truth for decades — that the burning of fossil fuels leads to climate change — but have fed us lies and mistruths to further their record-breaking profits at the expense of our environment. Enough is enough,” the AG said in a press release.
“With our lawsuit, California becomes the largest geographic area and the largest economy to take these giant oil companies to court. From extreme heat to drought and water shortages, the climate crisis they have caused is undeniable. It is time they pay to abate the harm they have caused. We will meet the moment and fight tirelessly on behalf of all Californians, in particular those who live in environmental justice communities.”
Kassie Siegel, the director of the Climate Law Institute at the Center for Biological Diversity, called the lawsuit a gamechanger.
“I think this lawsuit will be helpful to all of California’s efforts to address climate change. That’s because it seeks to stop Big Oil from lying about the science and blocking climate solutions,” Siegel said.
According to the complaint, the companies are liable for creating a public nuisance, damage to natural resources, product liability and false advertising, misleading environmental marketing and unlawful, unfair and fraudulent business practices.
“I think this is going to be a turning point in the race to save the planet. You know climate change, it didn’t just happen,” Siegel said.
A Gamechanger Response
The proper response should be easy to spot. Oil companies should not only leave the state, but stop selling and producing products in the state.
There are Fourteen Refineries in California as of 2023. And if the state is going to take oil companies to court over goods it believes cause harm, then California logically should not want those goods.
If the refiners do not cease and desist voluntarily, the California should shut them down for “creating a public nuisance, damage to natural resources, product liability and false advertising, misleading environmental marketing and unlawful, and unfair and fraudulent business practices.“
That would indeed be the “gamechanger” for California that Siegel seeks.
In general, it is madness to do business in California unless that is the only place you can do business.
The local burger joint can’t easily move, but the owner can say to hell with it all, move out of state and start a new business elsewhere.

A half million a acres of CO2 sequestration gets burned up in California every summer due to forest fires exacerbated by improper forest management. Clear cutting rather than selective harvesting, and lack of controlled burns in Sping and Fall have created much of this problem. Fire suppression is big business, fire prevention not so much.
True. As more forests burn down, we add a little more CO2 to the atmosphere and slightly reduce sequestration. However, it’s a tiny amount that you are talking about. A half million acres in CA out of 10 billion acres of forests worldwide.
Forest fires worldwide each year add about 2-5 billion tons of CO2 to the atmosphere, while man’s emissions from fossil fuels is 38 billion tons.
The problem the climate alarmists don’t tell you is what it will take to eliminate38 billion tons of co2. Eliminate 1/2 the population? Still have 19 billion tons , would that save the planet? What is the number of tons that they want to eliminate and most important , how much will it cost not only in dollars but the cost to billions of people that will be stopped from moving out of poverty , stopped from building low cost housing that uses the lowest cost heating fuels. They can’t afford solar and wind.
I say when a solar panel company and a windmill company can produce solar panels and windmills using solar and wind power without the use of fossil fuels is the time we may be able to do this transition to renewables .

CO2 from forest fires is not an issue because fire is normally a natural process for forest health. The problem is through poor forest management fires destroy most of the trees and their sequestration and shading abilities.
Natural lightning fires, and indigenous forest management through deliberate fires being set in the coolest, less dry times of the year gave North Amercia the biggest stand of old growth timber you ever did see. All the way from Canada to Mexico.
The reason to keep refineries in California is the crack spreads in Los Angeles are highest in the US. You can more easily move headquarters though; executives often live all over anyway.
Nobody talks numbers they just babble. When we moved from Anaheim 3yrs ago residental power was .16 kwh, today looking at the rates it’s almost .24 per kwh and Anaheim is cheaper than SCE. Ca. now sues the oil companies that will make it more expensive, Good riddance.

If the oil/NG industry knew about climate change, why has government research (globally) funded hundreds of billions (maybe trillions) of research about climate change over the last 30+ years? Without oil/NG, civilization would face a global meltdown. Oil/NG has been a backbone of economic progress. Even today, replacing oil/NG just in developed countries is largely fantasy. In developing countries, replacing oil/NG is absolutely impossible.

The oil companies and refiners should shut down operations (including retail gas stations) in states that subject them to harassment, absurd climate suits etc. When lines form at the remaining open gas stations, prices skyrocket (esp. in already expensive Cali), and the people are incensed, maybe they will stop electing morons and hypocrites to high office. Well there’s your problem. You think we are still in a warming period. You need to learn about Milankovitch cycles and where we are in those cycles.
The current cold phase began about 6000 to 8000 years ago and should last another 70,000 years. During the cold phases, CO2 levels drop by about 1 ppm every 500 years. Over a typical 80,000 year cold phase, CO2 levels typically drop from about 300 ppm to 180 ppm. Temperatures drop and you end up with a mile of ice over New York. That’s the phase we are in.
For the last several million years these cycles have repeated over and over. CO2 has ranged between cold period lows of 180 ppm and warm period highs of 300 ppm. We have not exceeded 300 ppm for over 5 million years now.
We had already dropped a few ppm to 280 ppm in this cold phase. But then we started burning fossil fuels and pumping out CO2. In just 200 years, we raised CO2 levels from 280 ppm to 430 ppm. We have completely messed up the cold cycle we were in.

The last time CO2 levels were that high, was 50 million years ago. The planet was 10C warmer and oceans were 200 feet higher. That’s a strange thing to desire.

Biggest driver of climate change are Milankovitch Cycles, hands down they dwarf any infinitesimal impact human activity has. Second is the Solar Cycles, which wax & wane on several cycles of 11 years and varying amplitude over longer periods. Third is Volcanic Activity that belches more CO2 in a singular event than decades of human activity. Fourth is the Extinction Events where a meteor strike of huge proportion incinerate almost everything and vaporizes cubic miles of carbonaceous rock. Then perhaps, the trickle we bring up makes a minute tick.
But all this assumes CO2 is bad, it is not. CO2 drives plant growth, more CO2 means less water required to flourish. During the time we’ve supposedly increased levels from 250ppm to 440ppm global plant growth increased 11% – that more crops, more food. Higher CO2 levels means growing the same amount with much less water, or more food with static water usage. Water shortage is in fact one of the biggest crisis we face aside from chemical pollutants of the toxic, mutagenic kind.
Plants require a minimum of 150ppm for photosynthesis, below that point they can’t process enough water to gain enough CO2 via transpiration to photosynthesis sufficient energy, all complex life would quickly vanish in famine. Last Ice Age it got down to 180ppm, a shade above extinction levels. The best thing our species has done is bring up additional carbon sequestered over the last 500 million plus years and make it bioavailable again. If we actually could, get the levels up around 800-1000ppm where water needs are 10, 20-50% less and extinction via Ice Age is staved off for tens of millions more years. Would some species go away or relocate, sure. Others would replace them. As they always have, and always will if sufficient CO2& water are available.

It takes 20,000 years of a Milankovitch warming cycle to increase CO2 by 120 ppm to get to 300 ppm. Mankind has pumped enough CO2 into the atmosphere in 200 years that we have increased CO2 from 280 ppm to 430 ppm. An increase of 150 ppm. This has dwarfed the Milankovitch cooling cycle that began roughly 6000 years ago. Which is why we are getting warmer rather than cooler. Mankind has overwhelmed the natural cycles.
Second: solar cycles of 11 years are meaningless in the long term climate picture.

CO2 levels were stable at 280 ppm for the last 10,000 years. During that entire time man developed an agrarian society where we learned to grow crops. All the plants we grow today are conditioned to that 280
ppm level. They don’t require anything higher. The fact that we have raised the level from 280 ppm to 430 ppm means that the plants are getting more CO2 than they have for the last 10,000 years. You don’t need to worry about the plants getting enough CO2.
Suggesting that we should get CO2 levels to 1000 ppm is insane. The last time CO2 levels were that high was 50 million years ago; the planet was 10c warmer than today and ocean levels were 200 feet higher than today.
The magnetic North Pole has moved a thousand miles in my lifetime. You know, that North Pole that compasses point to. The Earth’s magnetic field has been diminished by about twenty per cent since my grandfather’s lifetime.
I know you are thinking…. so what? Let me put it this way. We wouldn’t even have an atmosphere to worry about if it weren’t for the magnetic field. The same apparent causative factor is also affecting the climate on Venus and Jupiter which can be verified with a really high quality backyard telescope. Even Pluto is changing and it doesn’t even have a climate.

This lawsuit is depressing because it’s really about posing, it’s not remotely about addressing climate change in California. Climate change is a world problem because human beings must burn fossil fuels to survive in the numbers we now have. It’s not about the oil company profits or not disclosing information. Unless you are a clueless idiot it’s been pretty clear for decades that we were heating up the atmosphere and that this would eventually become a problem. But what do you do if you are doing this to survive? You must keep doing it. Until there is another source of energy that is as useful as oil we have to keep burning oil. If the environmentalists think oil is a problem then they should move to some island and try to survive without any products produced by consuming oil. I give them a few weeks at best. I’m not a friend of the oil companies nor an enemy of environmentalists. I just see the reality of this problem. No country is going to accept mass starvation or go back to the 19th century to satisfy this environmental problem.

Historically, hotter than it is now. Ocean levels have been hundreds of feet higher, and lower. CO2 levels have been over 10x what they are now and life flourishes because of the abundance of food created by plants when they need much less water due to higher CO2 levels. That is what allowed recovery from asteroid impacts once the dust settled.

Back in the 1970s, after a couple of very cold winters, the worry was global cooling.
Nope. That’s a popular myth though. There were a couple of studies that were concerned about increasing smog and particulate pollution that were reducing the amount of sunlight at the time, and resulted in some cooling. This was picked up by a few reporters and sensationalized.
But the vast majority of scientific studies at the time were focused on warming, not cooling. Including those from Exxon.
Since then, stricter pollution controls have dramatically reduced smog and particulates and eliminated the cooling they caused. And saved a lot of people from the complications of breathing that dirty air. But the downside is that is has exacerbated the warming caused by greenhouse gasses.
You forgot the studies, several in fact, that show warming occurs before any supposedly greenhouse gasses increase. Gasses are not a cause but an effect.
Yep. That’s how it has worked naturally for millions of years. A Milankovitch warming cycle begins. The earth warms a tiny amount. This results in some CO2 release. Which then increases the warming. Then more CO2 release. More warming. Etc. Its called a feedback loop.
Over a period of 20,000 years or so, the CO2 level goes from 180 ppm to 300 ppm and the earth warms by several degrees. Without the CO2 feedback loop, the warming would be less than one degree.
The warming always precedes the CO2 feedback loop. Its been that way for millions of years.
Till now. In less than 200 years, we have pumped so much CO2 into the atmosphere that we have “unnaturally” raised the level from 280 ppm to almost 430 ppm. (Yes, a 150 ppm increase in 200 years, vs the normal 120 ppm increase in 20,000 years). We know that the extra CO2 is from burning Fossil fuels because of the different isotopes of carbon.
So, this time CO2 is LEADING the warming. And we have several degrees of warming left to go. Because it will take a couple of decades for the warming to catch up to the present Co2 levels. And those CO2 levels are still going up faster than temperature can respond to.
Urban heat islands of asphalt and concrete cause warming. The record temperature several days ago for L.A. was 94, set in 1888. We still have a number of record highs that date back to the late 18oo”s.

True. But that was when we were still burning tons of coal, especially for generating electricity, and the particulates were blocking the sunlight. When we replaced much of the coal with natural gas, the particulates were reduced, and the warming effects of the CO2 & greenhouse gases took over & kept increasing.
back in the 1970 when CA missiles and aircraft industry collapsed CA entered a severe recession, a winter. CA unemployment popped up and RE prices plunged. To stop the bleeding prop 13 became a law. Those who stay put will pay the same RE taxes forever, but the current CA RE taxes are the highest in the nation, bc the average house is over a million dollars.
Science has known since the 1850s that CO2 is a greenhouse gas. The first estimates of how much CO2 was being added to the atmosphere from burning coal, and how quickly that would raise global temperatures, was done before 1900.
By 1980, Exxon scientists knew from decades of research that burning oil and gas would further contribute to a warming world and they even produced papers about it. One of these Exxon papers, from 1982, predicted that CO2 levels would rise to 419 ppm by 2019; which was pretty accurate.
But the “science of climate” back then was still in its infancy. There was far less certainty about their predictions 50 years ago than there is today. Exxon may have known that their business would contribute to a warming world, but they couldn’t have possibly known with any “certainty”, how much that effect would be. Did they subsequently try to spread extra “uncertainty” about the science? Yes. Should they be sued for spreading uncertainty. I don’t know.
What I do know is that we are in a catch-22. We cannot maintain our living standards and economic growth without using ever more energy. And currently, 80% of our energy still comes from fossil fuels. We cannot simply stop using them until we have adequate alternatives. And we are many decades away from that. Which is why I remain heavily invested in oil and gas stocks.
The science of climate has progressed remarkably in the last 40 years. We now know much more than we did in the past. And we know that as we continue to increase greenhouse gas levels, the planet will continue to warm and the climate will undergo rapid change as a result. Which will cost us a lot.
And oil companies are in a tough place. Caught between consumers who demand more energy, and climate advocates who want to shut them down.
California is just one example of this. There will be more.

There are many scientist that disagree with the C02 global warming theory that aren’t financed by government . China and other developing nations replace any incremental reductions we make 10 fold by their increases . There were a few things that were known when the oil company scientists did their work in the late 1970s and 80s: 1) global temperatures would increase, both air and sea; 2) there will be more storms, and those storms will be more intense; 3) sea levels would rise. And sure enough, all have come true.
AND coastal property owners whose properties will be damaged by the combination of worsening storms and rising seas.
All true. But back then it was still early days in climate science. No one knew how quickly these things would happen. Just that they eventually would. And even today, with newer and better science, we are are still underestimating the rate of change. It is happening faster than expected.
Yet the world keeps demanding more energy every year. What are the companies supposed to do? Stop producing oil and gas? That would result in immediate economic catastrophe and lead to millions of deaths within a few months. Not a viable solution to a long term problem.
As a Californian I’m embarrassed. I was taught in 2980 in a meteorology class that CO2 was a greenhouse gas. Since when do we rely on private interests for science. This is virtue signaling waste of resources. If they want to do something positive support hybrids, don’t kill the oil and gas industry

I don’t think it makes sense to “shut down” oil & gas companies prematurely. But I think it IS a good time to stop the massive Taxpayer-funded subsidies for oil & gas exploration & development.
I also think that people who live in Northern latitudes shouldn’t be forced off of fossil fuel use until there are reasonable alternatives. If you live at 55 degrees N latitude, your solar panels aren’t going to do much between November & February.

Other than publicity, I always wonder what the purpose of these lawsuits can be.
If they somehow win, what exactly are they expecting to collect? Yeah, these companies make profits and yes they might be profitable some years (others like Chevron last year they claimed a net loss based on accounting rules). But lets say someone like Chevron makes 10 billion in profit. Cali ain’t getting all of it. At most they’d get 1/52nd of it (because every other state would want a share) so it would be a couple hundred million a year. At most. That’s not enough to do anything about climate change based on the trillions we allegedly need or the billions I am sure Cali thinks it needs.
Then there’s the fact that Chevron is a public company, not some private persons money bin like Scrooge McDuck. So taking all the profits means all the share holder lose and who are those people, well they are every day people in Cali and elsewhere via 401k/Pension funds. So you’d be cheering the fact you’d be robbing yourself by lower stock price, no dividends etc. That’s just nuts.

Scientists do not consider it a pollutant because it is a natural part of the air.
That said, scientists also recognize that CO2 is a greenhouse gas. And they can identify the amount of CO2 in the atmosphere that comes from fossil fuels by the different carbon isotopes. Those CO2 emissions have increase atmospheric CO2 from 280 ppm to almost 430 ppm. Which is the primary cause of global warming.
