The Wall Street Journal reports Canada Targets U.S. Metals, Fish, Foods, Motorcycles in Retaliatory Tariff Package
—Canada plans to impose tariffs of up to 50% on roughly 700 American products in retaliation for new U.S. levies, Canadian officials said Tuesday, escalating tensions between two of the world’s most closely integrated economies.
Officials said that effective Sept. 8, or the day after Labor Day, Canada plans to place tariffs ranging between 15% and 50% on about $20 billion of goods, or roughly 7% of total U.S. imports. Among the products targeted by Canada are U.S. steel, aluminum, motorcycles, washers and dryers, chain saws, processed cheese, clams and frozen octopus.
U.S. steel and aluminum were already subject to a 25% tariff, but that will now double to 50%, officials said.
Canadian officials said their set of retaliatory duties are designed to protect domestic market share for firms directly impacted by U.S. tariffs. Industry Minister Melanie Joly said the tariffs were also crafted to exert maximum political pressure in key races in the U.S. midterm elections in November. “We are being wise and strategic,” said Joly at a press conference.
Trade analysts pointed to the nearly 200 seafood items subject to duties as a sign of that political pressure in Maine, where Sen. Susan Collins, a Republican, faces re-election in November.
Prime Minister Mark Carney said this week it became evident during negotiations that Trump was intent on destroying Canada’s auto sector, and steel and aluminum industries. He said Canada could restart talks with Washington, but only on the condition that the U.S. comes “with the right attitude toward our industries.”
He added, “An attitude at the negotiation table that Canada is a subsidiary of the United States, the Canadian industry is going to be disadvantaged relative to American industry…That’s not something we’re going to accept.”
Who Suffers More
It’s a fools debate to make a prediction based on that.
“Now, while it’s true that Canada will suffer more than the Americans, it’s also true that the Canadians are so pissed off at us right now – 80% of Canadians are against the United States, for the first time in living memory – that they’re willing to suffer more for the point of maintaining their sovereignty and standing up to Trump. And that’s not the case in Michigan. That’s not the case in Maine. People in America are not a fan of these trade wars. They’re not on board with Trump’s strategy.”
“So there will be political consequences, not for Trump, because he is not running, but for Republicans. But it’s pretty clear that Trump doesn’t care about that.”
Trade wars do neither side any good. We have them because a fool starts a trade war, Trump in this instance, and political necessity demand retaliation.
An overwhelming percentage of Canadians wants Carney to respond. So he did.
Canadians are united. Republicans are fearing the midterms and collateral damage.

Canada is finding other outlets for it’s exports. The numbers are even more dramatic when you consider the the US has been importing MORE Canadian oil each year.
Canada sold roughly 3.93 million b/d of crude oil to the U.S. in 2024, about 4.2–4.3 million b/d in 2025, and about 4.36 million b/d in 2026.

I found the list of items to be strange.
Why tariff steel when Canadian steel is already cheaper. Same with cheese/dairy (Canada already dumps plenty of surplus into landfills to keep the price up, they don’t need any from the US). Clams, Octopus? I mean how much of that can Canadians really be buying as those are not big food staples.
What they should be putting tariffs on are items from the US that are readily available from other countries to drive the US item sales to 0 like they did with the liquor when they removed it from stores. That would get US businesses attention quickly.
I think they’re keeping the good stuff in reserve because they know for a fact Trump will continue to escalate. When he does, it’s easier to hit him with a brick then because you can say you tried to play fair until he went about renaming lakes.

That’s NOT why Canadian dairy farmers dump milk. Your anti-Canada propaganda sources are lying about that and everything else. Because it’s a supply management system in Canada, the price the dairy farmer receives from the milk processor is already set based on production costs, and *doesn’t increase* if farmers reduce supply by dumping milk. And the volume of milk produced by each farmer is set by that farmer’s production quota. So each dairy farmer is constrained by a set price and also a set production volume.
So why do they dump milk? Because it’s very difficult to predict how much milk a herd of dairy cows will produce during a given time period due to a myriad of factors, including even the weather, under a supply management system the farmers aim to produce slightly *more* than their set production volume, so that if they guess correctly, they will produce their designated volume, get paid for *all* of that volume (which is based on the farmer’s quota), and not lose money on feed, labour etc. by producing more than the designated volume. Note that there is a built-in incentive here to *not* produce more than the designated volume because that costs the farmers money for the extra production inputs. But obviously it can be very tricky to hit the production target with so many varibles to deal with, and if the production volume is exceeded the farmer has to dump the excess (though a tiny overproduction margin of error is provided by the system) and this normally happens right at the farm.
By the way, all dairy farmers around the world dump milk because 1) Milk is perishable as hell 2) It’s also very easy to overproduce due to the numerous factors that determine how much a herd will produce, some of which change daily. And it’s not just the dairy farmers that dump milk, the processors do also, when their processing capacity can’t match the incoming supply of milk — and because milk is so perishable there’s little room for error.

I 100% know how Canada’s (well Ontario’s) dairy works since I grew up in Ontario and had plenty of farming friends.
As Brian notes, there is a Milk Marketing Board that sets prices for milk and each farmer gets a quota of how much they can sell regardless of herd size. This is done so farmers can make a living in dairy which means consumers pay higher prices than they otherwise would in a free market (price of Milk would drop to pennies).
Without the Milk Marketing board and the tariffs, US dairy would flood Canada and drive under virtually all the dairy since the US also has lots of excess milk at even cheaper prices (ie less production cost). This is what Trump wants to happen as part of opening the Canadian market to US dairy.
And yes, lots of Milk is dumped into landfills because you can’t sell more than your quota. Some of the excess used to be shipped to 3rd world countries to help with starving kids back in the 70s and 80s when I grew up.

Canada dumps 6 billion liters of milk since 2012. That’s not a small over production like Brian suggests.
It’s easy to google Canada milk dumping to see its done on an industrial scale.
ALL of those google search results are based on a single study that uses estimates of dumped milk only, with no actual measurements, unlike studies for other countries that were based on real measuremments. The results of this study have not been replicated. AND the Canadian author of the study has been on a personal jihad against supply management for years.
Also, the study’s estimate of the rate of milk dumping in Canada is more than *twice* as high as that for France, the only other country that currently has a supply management system for milk production, and for which actual measurements exist.
And the authors of the study would have you believe that Canada dumps about the same, or even twice as much(!!) milk as the U.S., which produces 13 times as much milk as Canada does per year!
Altogether, there’s a LOT to be sceptical about, regarding the “6 billion litres” claim. But there are many special interests out there, especially those connected to the U.S. dairy industry, that are intent on tearing down Canada’s supply management system for milk so that they can get more access to Canada’s market. So you see every negative aspect of Canada’s system (e.g. slightly higher prices vs. the U.S., purported extreme dumping of milk, etc. etc.) amplified all over the place. But while far from perfect, this system keeps domestic supply resilient, which is extremely important for food security in this era when food could be used as a coercive instrument by the U.S. against Canada. And the cost — marginally higher prices for dairy products at retail vs. the U.S. — is worth bearing, in my opinion.
